When activated, this application will create a WiFi hotspot using your existing configuration when your phone is charging. Once unplugged the WiFi hotspot will be disabled.

Some phone have the hotspot configuration section hidden. My app does not support entering your own configuration at the moment but I'm sure you can find an other app in the play store that will do just that, then use mine once it is configured.
